When politicians involve themselves in technical matters, expect failures.

The photograph below documents the situation at the Maxella AV and Lincoln BL stop on the BBB number 3 Line. It is the sort of “work” one would expect from the LACMTA. They taped or caused to be taped shut the aperture in the plastic pipes associated with power poles. These pipes were used as improvised trash cans. BBB N.B. The stop still needs a trash can!

Su Topo will include this comment in every post with the above until BBB
corrects the problem. For quite awhile BBB has been charging for intra-line transfers, reversing the long standing policy of free transfers to other BBB lines. 

Too, BBB has spent lots of money to build a big headquarters on Colorado BL just east of 4th Street. Mr. King, just a few dollars for a trash can, you might need a few more to cover other bus stops too, will erase this section. After all, it is Marina Del Rey! :-)

Why a trash container is needed♪

The photo above shows exactly what people will do when a trash container is not provided.  They will jury rig something.  What they did in this case is rip off the tape which covered the plastic pipes at the base of the utility pole and stuffed their trash into the pipe, nice, huh?

White Line Incursion Series
Su Topo uses video to highlight the problem of scofflaw drivers endangering Metro bus passengers yet, no authority seems to want to take ownership of the problem. The issue is not unique to the particular site which this Mole documents, but is illustrative of a general problem. Your Mole encourages you to report similar problems to the appropriate agencies in your area(s) and hope that you will have better luck than he. In the youtube.com videos linked below one can see exactly what happens when the policing agencies fail to enforce traffic laws.

The videos linked below document the important fact that a never ending stream of vehicles fail to use the lane as required by law.
Neither are the policing agencies active when it comes to protecting us by bringing these obvious and frequent traffic law violations to an immediate halt. The LACMTA is derelict as well, in that they fail to use the near hourly proof of the violations captured by the on board cameras, mentioned here, and discussed at length in the posting of 2012-05-31.

In the following videos we see further instances of scofflaw drivers, some in convoy, cutting in front of Metro 111/311 buses.

Please carefully note that often, pedestrians are be pinned to the curb by the vehicles that cut in front of the bus —as a result these pedestrians are illegally denied the right-of-way. Which right-of-way would be unchallengeably theirs IF, and only IF, Mr. Leahy would have one of his staff explain su Topo’s simple solution (vide infra) to him. 

In spite of the potential for these violations to occur several times per HOUR, I have never seen a police presence at this location. One would think that with a bus schedule taped to the dashboard one of the several policing agencies would have made some arrests by now. Unless they have "more important" work, than protecting bus passengers, to do.

La Taupe feels that it is appropriate to dedicate these video(s) to ALL the agencies that should be protecting us. So, they are dedicated to (1): Airport (LAWA) Police, the L.A.P.D., the L. A. County Sheriff’s Department and Mr. A. Leahy who is CEO of the LACMTA.

Su  Topo has recommended a simple solution to the problem. That is, have the 111 Line buses pull up to pedestrian crosswalk then stop and discharge passengers. Doing so eliminates the space in front of the bus which the always-in-a-hurry scofflaws use to cut in front of the bus. But, with the LACMTA nothing is simple. Although the solution could be implemented with nothing more than a memo to the 111/311 Line drivers, it is a task for which the LACMTA is inadequate.


OVERMATCHED


One area where the lady on the top right could help those of us who ride the 111/311 bus lines avoid an accident, would be to ratchet up (from about a ZERO level) the Airport Police coverage at BOTH the site of the scofflaw drivers at the final 111 bus stop, on Airport BL and 96th Street AND providing some security for passengers at the LAXCBC while ticketing drivers who, multiple times daily, drive through the bus Center.

An example of the high visibility warning signs, vide supra, which are used in downtown los Angeles and could easily be used at the LAXCBC if the LACMTA wasn't so cheap, er, I mean, economical, about the safety of its ridership.

Of course, it would be great if the man on the lower left in the dual photo above, gave a monthly thought to his ridership and, for example, provide LAXCBC with this type signage.

The Los Angeles Times reports (Nelson1) that the cost of another bad idea, the downtown streetcar has become less costly.  Just what the city needs, time travel back to the 19th Century and enjoy a mode of transportation suited to that era.   A Consulting firm, URS Corp., is also involved.  One would think that with the project, which is heavily endorsed by a politician, could be given a quick merciful end.   Ms Nelson covers the current hurdles facing the loop over a surface distance of approximately 2 miles yielding about four track miles, and its funding prospects.  Please read this entire piece.

I also read the same piece in the Times print edition.  It appears that the only way to stop this irrational project is if by a failure to obtain funding from the Federal Transit Administration.  Members of the FTA should fly to Los Angeles and then take our rapid transit system from the airport to the “trolley site” —oh, wait a minute; we don’t have rapid transit system from the airport to anywhere.  They could take a FlyAway bus, right, Mr. Leahy? 

But the most cogent coverage of the merits of this piece of Los Angeles patchwork of transportation was written three years ago (Freemark).  After reviewing plans for the “Downtown Connector, which this Mole feels is a totally unnecessary and expensive plan, the Silver Line (it’s a bus, folks),  “[a]nd literally dozens of local and rapid bus lines running with headways of 15 minutes or less throughout the day … run similar routes. Mr. Freemark asks a pointed question: “Just how many similar transit lines does Los Angeles need running through its center city?”  The answer, as far as your Mole is concerned, is NONE.

The article includes a great map which shows the downtown area peppered with transportation supporting that answer.  Su Topo doesn’t agree with everything in the piece —especially the sentence which reads “L.A.’s transit priorities are generally in the right place, but does encourage you to read it all so that you can see just how poorly the LACMTA and other players serve our city.

The problem is that politicians, like the LACMTA, cannot think in systems terms, that is, they think in pieces, like the Downtown Band-Aid and the streetcar named “Money Pit” Rather than envisioning an overall RAPID transportation system. 

This Mole has consistently argued for factoring the politics out of Los Angeles transportation plans, professionalising the LACMTA, fostering a culture thinking “transportation systems” and understanding that you don’t get people where they are going quickly by building on the Toonerville Trolley model.

Imagine what commuting in Manhattan would be like if there were streetcars instead of subways.  Well that is exactly what the LACMTA and its political masters are giving us.

amNY reported (Murphy) that New Your City was trying to better organise” train travel between area airports.  The current situation is explained in this quote: "This is something that New York City, in order to compete globally, needs to have happen,” she said. To get to the Newark airport, downtown travelers currently have to take a PATH train from the trade center to Newark, switch to an Amtrak train and then switch again to the Newark air shuttle.”   In Los Angles, to the LACMTA this would seem like a dream trip!

The Time reveals (Nelson2) that the Green/Blue Line connection, Willowbrook-Rosa Parks Station(s) will receive a $53 million refresh.  According to Ms Nelson, it will receive, “… better lighting, a longer train platform and improvements to the on-site Los Angeles County Sheriff's Department station.”  If ever there was a case of it should have been done right in the first place, of which assertion, the LACMTA provides many like examples beyond this one.

Not mentioned is the bottleneck prone flow of people between the Green/Blue lines which must also be addressed.

Like most of the LACMTA’s physical plant, it is dark, even at noon.  A longer platform provides for, surprise!, coupling more cars into a longer train and ultimately more economical transportation.  But, of course, we must never measure the LACMTA’s work against that preformed by professionals.

The Los Angeles Times reports (Nelson) the problems the LACMTA encounters in their attempts to manage the Sheriff’s policing of the Metro “system”.  The do a poor job a managing their own specialty, how can they be expect to do a good job outside of it?

The Time features (Nelson3) a report on how well the ridership deals with the fare hike.  An instance of the big print giveth and the small print taketh away is cited: “Passengers who pay cash are not eligible for the free transfer [Emphasis added]. The three-quarters of Metro passengers who use digital fare cards are allowed to board as many buses and trains as needed for two hours after the first ticket scan.” 

The article illustrates the LACMTA’s inability to communicate with its ridership.  The operative quote is “But most also seemed unaware of the fare increase's silver lining, the free-transfer policy.”

But wait, there is less!  If you need to add funds to your Tap Card, sorry, you will receive no free transfers, because you will delay boarding.  Those things were, as far as your Mole knows, never explained BEFORE the fare increase.  I have seen lots of people paying cash fares that took longer than someone adding money to his card. 

I studied the “Metro Fares as of September 15, 2014 brochure (no identifying number) which includes a number of languages BUT, does not specify that one will not be allowed to add funds to a TAP card AND receive a free two-hour Metro transfer.  You could add funds to your TAP Card but it would “delay boarding” by the amount of time it takes to hand you the transfer, so you will board transferless.  Metro’s Mantra: “Customers Last!”.

Further, in forcing people to add money to their card at Nix, Ralphs and etc., the LACMTA is paying a commission to those selling agencies, dollars which could go into the fare box, but that, apparently, is not a consideration.   

I must confess, unless and until the LACMTA is “fixed”, their logic is unfathomable to me.  Although, it might be the LACMTA’s plan to share the wealth with the selling agencies.

The Times revisits (Gold), in more detail, the deaths associated with tour/Party bus travel which su Topo touched on last month.  Mr. Gold and his team cover even more deaths associated with this popular transportation mode.  The most telling quotes are But most states have done little to regulate the industry, with efforts focusing mainly on alcohol use.” And “Beyond California, two college students returning from a boating trip were killed in 2009 when they hit their heads on an overpass near Chicago.”

The fact that these deaths have been occurring since at least 2009 is worrisome.   They say that “Improvements in aviation are built on headstones”; it seems that we are well past the time to make some safety improvements tour/party bus operations.

Operator chatting means inattention to driving♪

2014-09-05, a 740 Line bus, number 7628,  driven by operator 61982 pulls 10 metres past the bus stop flag at Hawthorne and Century BLs.   The driver has tiny numbers on his shirt, not regulation I would think. The driver engaged in a LONG conversation with a woman passenger.  Inattentive to driving, I think so!  This is ust another reason to scroll the drivers ID number. 

2014-09-08 06:51, aboard a CCMBL 6 Line bus, number 7083.  The scroll is dark, but the lady driver is smooth and attentive to her job.

2014-09-25 12:15 aboard a Metro bus: The LACMTA has handled aspects og the fare increase much worse than I thought possible.  Specifically, the big print giveth aspect (vide supra) was dealt with in an execrable manner. 

Ten full days after the fare increase was implemented and based upon my limited survey, riders still thought that transfering between Metro buses and trains was impermissible.

A driver didn’t know about the free transfers, which were to remain in effect for two hours, based upon fare payment.  He cheerfully showed me that he had only Metro-to-Muni transfers available.  He felt that passengers wouldn’t get very far in trying to use them on Metro buses.  He also didn’t seem to have a good grasp on the payment conditions which must be met in order to receive the free transfer.

This is simply additional evidence that the LACMA management is unable to implement even the most basic of changes.   Ergo, said management should be replaced —the sooner the better.

The ridership seemed unaware of of the availability of the two hour free transfers, how they would be required to pay in order to receive them or much beyond the fare increase.

I am sure that riders would feel cheated by the LACMTA due to their shoddy handling of this issue.  This Mole’s suggestions to “professionalise” the LACMTA and improve other weaknesses in the agency are reiterated above

In addition, the LACMTA should roll-back the fare increase and keep it rolled-back until they are able to meet their obligations and then maintain the roll-back in place until it has been in effect for as many days as the LACMTA has been charging the higher rate and “stiffing”, i.e. ignoring or ineffectively informing its ridership about new “benefits”. 

La Taupe has frequently said that the LACMTA cares NOTHING about its ridership.

The Los Angeles Times covered (Nelson4) the fare increase including the free-transfer restrictions and did so succinctly and clearly.  Rather than retype Ms Nelson’s excellent prose, I’ll directly quote a longish section, because it will help the LACMTA’s ridership understand the terms.   Certainly, it far surpasses the LACMTA feeble attempts, if any, at communication.
 Starting Monday, passengers who pay with digital fare cards will be eligible for a two-hour free transfer period, subject to several conditions. Free transfers won't be permitted on return trips on the same line.
Also, riders must have the required fare loaded on their digital passes before boarding buses to receive a free transfer. That may pose some difficulties for the 12% of Metro riders who pay with cash and want free transfers. Vending machines used to load money on fare cards are available at rail stations but not most bus stops.
That could mean more riders, seeking transfers, would attempt to add money to their cards via onboard machines as they board buses. That will no longer be allowed, officials said.
"People trying to board and pay and load cards ... would significantly slow down our bus operating time," said Kelly Hines, Metro's director of TAP technical systems.
Fare cards are available at about 400 retail locations, including Ralphs, Vons and several check-cashing chains. Cards can also be purchased and reloaded by visiting taptogo.net or calling (866) 827-8646.”

The purpose of this section is to make people aware that the LACMTA is not home to many problem solvers.  I hope to accomplish this end by presenting the solutions adopted by other cities, some in foreign countries, in solving the city to airport rapid mass transportation challenge.

Cautionary Note: Those employed by the LACMTA or LAWA should NOT view the following video(s). The speed of the train(s), the fact that they neither share the right of way nor stop at stop lights, because they are truly rapid transit, will likely make you dizzy, nauseous, confuse and frighten you.

Amsterdam, Netherlands, ranked 441th largest city in the world, has a population of 743,079 and is just a fraction of the size of Los Angele, which is ranked 17th in the world and has a population of 14,900,000 —but, take a look at the nice rapid transit line to Schiphol Airport —no Toonerville Trolley, this!.

METRO drivers Lack of Basic Technical Skills Report
The format is Driver number F[{Y/-n/+n}] C[{Y/N+/-}]. Meaning of F if Y the driver stopped with the Bus stop “flag pole” somewhere between the bus front door frames. A negative number, e.g., -3 is the approximate distance in metres (think yards dear readers) between the nearest bus door vertical frame member and the flag pole signifying that the bus stopped short of the flag. A positive number, e.g., +3 (metres) is the approximate distance between the nearest bus door vertical frame member and the flag pole signifying that the bus stopped past the flag. The value for C[{Y/N}], “Y” tells us that the driver stopped within an easy step from the curb to the bus, “N” means it was NOT an easy step from the curb to the bus. It is this Mole's belief that an average experienced good driver should be able to control his bus so as to position in near the curb and with the flag pole slightly to the front of the bus.

La Taupe's Abréviations
ADADO = Automatic Destination Announcement (on) Door Opening. This feature is installed on many buses and operates on extremely few. Another“money down the toilet” LACMTA investment. La Taupe that this is intended for the visually impaired because people who can see can read the “head signs”.
ASAS = Automatic Stop Announcement System the GPS (Global Positioning System) driven mechanism for generating audio for the upcoming stops. N.B. Because of the low power (read weak) processors used in the on-board stops may be too close to identify stops separately. This is known as a granularity problem. Then too, if the driver operates the bus at speed above the speed limit you will find the system “back announcing” stops which you have already passed. I find that this will NOT keep some drivers from complaining “that you didn’t signal (ring) in time. They don’t understand their relationship to the system and how, by driving faster than the GPS computer, they can bias it.
BBB = Santa Monica’s Big Blue Bus
CHSRA = California High-Speed Rail Authority, which is the equivalent, in more ways than one, of the LACMTA.
CC or CCMBL = Culver City (Municipal) Bus (Lines)
CCTC = Culver City Transportation Center this is the place formerly known as FHMTC = the Fox Hills Mall Transportation Center (Sepulveda& Slauson)
FFE = Full Fare Equivalent (presently $1.50)
GMBL = Gardena Municipal Bus lines
